For the actual doll base you will want premade parts, such as heads, arms, legs, and torsos. Some people will buy an entire doll and strip it of all it's characteristics. They will all eventually be molded and painted for the purpose of customization and realism.
A few tools you will want on hand are rooting needles (for stringing hair), curved hemostats (for applying glue or paint in hard to reach areas, such as in the head), a strong, multipurpose adhesive, or any glue that is usable on plastic, and Kevlar gloves, which will keep your hands safe when cutting.
For embellishments you will want some good paints, preferably ones that are meant for jobs like this, such as from Genesis. Paint brushes of various sizes will be needed to apply in different areas. Other little additions like eyelashes, hair strands or wigs, an eyebrow marker, and paper glaze (to make tears) are also good items to have.
In the end, however, if you are just starting out you may just wish to use something already put together. For instance, you can find full beginner kits that will give you everything you need, including tutorials, to make a full reborn doll. These reborn supplies will give you a little more experience, so you know exactly what tools you will want to use, and which ones you would rather do without.
